OUTGOING 35TH GUAM LEGISLATURE TO ARBITRARILY INCREASE POWER RATES; FORCES RATEPAYERS TO SUBSIDIZE EDUCATIONAL FACILITIES

 OUTGOING 35TH GUAM LEGISLATURE TO ARBITRARILY INCREASE POWER RATES;

FORCES RATEPAYERS TO SUBSIDIZE EDUCATIONAL FACILITIES

 (December 09, 2020 – Mangilao, Guam) Senators are in session to consider a number of bills, including Substitute Bill 219-35, which seeks to authorize “The Purchase or Lease-Back of Renewable Energy Purchase of Service for The Department o

f Education, The Guam Academy Charter Schools, The Guam Community College, And The University of Guam,”
allowing them to become net-metered customers and sell excess power they produce to GPA at a premium. GPA must pay $0.21 (twenty-one cents) per kilowatt hour, for energy it can produce for $0.09 (nine cents). This would result in higher rates for non-net metering customers.

 “While we support the intent of Bill 219-35 to expand solar energy sources, Bill 219 would have unintended consequences of increase rates for non net-metered customers, including low-income, disadvantaged and other households with no opportunity to be net metering customers,” GPA General Manager John Benavente, P.E. said.

LEGISLATURE’S BILL 219-35 INCREASES RATES TO NON-SOLAR RATEPAYERS;

EDUCATIONAL INSTITUTIONS & AGENCIES WOULD BE SUBSIDIZED BY OTHER RATEPAYERS

Bill 219-35 essentially creates a government subsidy for government only educational facilities, creating a revenue shortfall that will increase utility rates for more than 47,000 ratepayers. By providing educational institutions free access and use of the ratepayer’s power grid at no cost, the government is waiving responsibility to repay the millions of dollars borrowed to build, expand and strengthen the island-wide power grid.

While these government agencies and institutions realize savings, it will be at the expense of all non-solar ratepayers in order to meet GPA’s debt obligations and expenses associated with maintaining and upgrading the power grid.

“As the largest renewable energy provider on Guam, we support the expansion of renewable energy usage, but we do not support proposals benefitting a select few at the expense of over 47,000 other customers,” Benavente added.

BILL 219-35 OVERSTEPS PUBLIC UTILITY COMMISSION AUTHORITY

Bill 219, if passed into law, circumvents the authority of the Public Utilities Commission, whose members are elected by the people, and the transparent process of raising rates established by public law. Bypassing and circumventing the PUC and GPA, the legislature is arbitrarily raising rates, which is setting a dangerous precedent.  This act in itself is a violation of bond covenants, which was previously approved by the legislature and Governor, according to GPA bond counsel Orrick.

“GPA agrees and believes that renewable energy is the key to achieving energy independence and promoting a healthier environment,” General Manager John Benavente, P.E. added. “If we are going to meet our goal of 50% renewable energy by 2035 and 100% renewable energy by 2045, we must do it right and in a responsible manner.”

Please see letter sent by GPA General Manager to the Legislature asking to vote down Substitute Bill 219-35 (COR) and latest legal opinion issued by Government of Guam bond counsel.

GUAM POWER AUTHORITY AWARDED CERTIFICATE OF EXCELLENCE IN CITIZEN-CENTRIC REPORTING BY AGA

 GUAM POWER AUTHORITY

AWARDED CERTIFICATE OF EXCELLENCE IN CITIZEN-CENTRIC REPORTING BY AGA

The Guam Power Authority (GPA) proud to announce that GPA is the recipient of the 2019 Association of Government Accountants (AGA) Certificate of Excellence in Citizen-Centric Reporting (CCR). AGA's CCR initiative is intended to simplify communication between governments and their citizens.

Intended to help citizens better understand the services provided by their governments, CCRs reports are a visually appealing four-page document that includes community information such as population figures, regional characteristics and government goals for the community. Additionally, these reports feature detailed cost and revenue information, performance information for key service areas, and a-ok at “what’s next” in the year ahead.

“In today’s era of tight budgets, choices must be made and governments must be transparent to citizens about their decisions. CCRs are a useful tool in helping Americans become more active and better-informed voters,” said AGA CEO Ann Ebberts. “AGA applauds GPA’s commitment to good government and responsible fiscal action reflected in the CCR they produced on behalf of the citizens of Guam. CCRs help citizens better understand the services provided by their government – and at what cost.”

As of September 30, 2019, GPA reported $942 million in total assets; $892 million in total liabilities; and annual revenues of $404 million from approximately 51,000 customers. GPA’s 2019 CCR also highlights GPA’s future goals to improve its energy supply for Guam, which will ultimately benefit all customers. The report can be viewed in detail at:

https://www.guampowerauthority.com/gpa_authority/investors/gpa_financial_statements.php

Since 2007, over 400 CCRS have been created by government agencies, professionals and students. CCRs give government entities an opportunity to demonstrate how tax dollars are spent in a non-technical, visually appealing and succinct format to be easily understood by every citizen.

Editor’s Note:  About AGA: AGA is the member organization for government financial management professionals. We lead and encourage change that benefits our field and all citizens. Our networking events, professional certification, publications and ongoing education help members build their skills and advance their careers.

Securing Yard/Property Items

In anticipation of inclement weather forecasts in the coming days including gusty winds, scattered rainshowers and thunderstorms, the Guam Power Authority (GPA) advises all residents to secure items on their properties or yards of items at this time, which may become airborne in high wind conditions.

 Such items include canopies/tents, patio items, playground items, construction materials etc.  If blown into nearby power lines, these items will damage the lines, cause power outages or even potential life threatening situations if the power line is still energized or “live.”

 If such items are in contact with power lines or equipment, immediately report the situation to GPA's 24-Hour Trouble Dispatch Desk at (671) 475-1472/3/4, or via direct message on GPA’s Facebook page (www.facebook.com/GuamPowerAuthority).

 Please provide the exact location or address, contact information and condition of location.  Do not under any circumstance attempt to remove items off power lines or equipment.  Consider all such situations as dangerous and life threatening.

 GPA reminds the public that all fallen or downed power lines should be considered energized or “live” and you should not attempt to make contact with the downed lines to avoid severe injury or death.
